1.             ILBANK has received financing from the World Bank toward the cost of the Sustainable Cities Project 2 – Additional Financing and allocated some part of this loan to Ankara Water and Sewerage Administration (ASKI) General Directorate (shall be referred as Sub Borrower) for Construction of Ankara Central (Ivedik) Water Treatment Plant Capacity Increase (4th Unit) Project. The Sub Borrower intends to apply part of the proceeds of this Sub Loan toward payments under the contract for Construction of Ankara Central (Ivedik) Water Treatment Plant Capacity Increase (4th Unit) Project. Bidding process will be governed by the World Bank’s Procurement Regulations.

2.             ASKI now invites sealed Bids from eligible Bidders for the project consists of complete construction, civil, mechanical and electrical works, start-up of the plant, commissioning, operational training of the ASKI’s personnel and hand-over to the ASKI of the complete 564,000 m³/day capacity of a conventional treatment plant ready for operation.

3.             Bidding will be conducted through international competitive procurement using Request for Bids (RFB) with Rated Criteria as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.             Interested eligible Bidders may obtain further information from Ankara Water and Sewerage Administration (ASKI, Planning, Coordination and Foreign Relations Department, Mr. Emin SARAÇ, emin.sarac@aski.gov.tr and inspect the bidding document during office hours 10:00 am to 16:00 pm at the address given below Kızılırmak Mahallesi, Mevlana Bulvarı, Hayat Plaza, Kat:3, 06510 Çankaya/Ankara. 5.             The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TRY 5,000 (Five Thousand Turkish Lira). The method of payment will be direct deposit to ASKI Department of Strategy Development TR570001500158007287390084 Vakıfbank Tunalıhilmi Şubesi bank account. Upon payment of the fee and at the choice of the applicant, the Bidding Documents may either (a) be collected by the applicant from the Purchaser’s address stated below, or (b) be delivered by the Employer to the applicant through courier service, or (c) be sent by the Employer to the applicant through email as an attachment file in PDF format.  In the written application the applicant should explicitly specify its selected option for obtaining the bidding documents, and also attach a copy of the bank transfer payment receipt.  The Employer will under no circumstances be held responsible for late delivery or loss of the documents sent by courier service.

6.             Bids must be delivered to the address below Kızılırmak Mahallesi, Mevlana Bulvarı, Hayat Plaza, Kat:3, 06510 Çankaya/Ankara on or before 18.03.2025 at 10:00 a.m. (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Kızılırmak Mahallesi, Mevlana Bulvarı, Hayat Plaza, Kat:3, 06510 Çankaya/Ankara on 18.03.2025, at 10:15 a.m. (local time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

7.             All Bids must be accompanied by a Bid Security of TRY 16,000,000.00 (sixteen million Turkish Liras) or equivalent.  The Bid Security must be included as part of the Technical Part of the Bid (not as part of the Financial Part of the Bid), in accordance with the requirements of the bidding document.

The exchange rate to be applied in conversion of the Bid Security Amount shall be the Selling Exchange rates officially published by the Central Bank of the Republic of Türkiye at 03.30 p.m. (Türkiye Time) on the applicable date (http://www.tcmb.gov.tr). The applicable date for the exchange rates shall be the date twenty-eight (28) days prior to the date of Bid Opening except when the date of Bid Opening falls on an official holiday including Saturdays and Sundays in which case the applicable date shall be the last working day before twenty-eight (28) days prior to the date of Bid Opening.

8.             Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

 Teklifler, 15.09.2025 tarihine kadar geçerli olacak ve 16.000.000 TL (OnaltıMilyon Türk Lirası) veya eşdeğeri bir miktarda düzenlenmiş bir geçici teminatla birlikte aşağıda verilen adrese 18.03.2025, saat 10:00’a kadar teslim edilmelidir. Teklifler, teklif sahiplerinin temsilcilerinden hazır bulunanların önünde aynı gün ve aynı adreste saat 10:15’de açılacaktır.
